My name is Mark Vanuito. I am from Russia and my hometown is Salekhard, Yamal. Are Salekhard (Russia, Yamal) and Rovaniemi sister cities? Earlier in 2014 a delegation from Yamal came to Rovaniemi where some kind of partnership agreements were concluded between the cities of Salekhard and Rovaniemi.

Dear Mark,
Salekhard and Rovaniemi signed a Memorandum of Understanding in 2014. It is not the same as the twin city agreement. The main reason for signing that memorandum was to facilitate cooperation between the University of Lapland and the universities in Salekhard.
